The Orange County United Way (“We”, “Our” or “Us”) partners with the City of Irvine Emergency Rental Assistance (“ERA”) program to assist with administration of funds and support for emergency housing. In our role as a partner of the ERA program, we may collect your personal information in connection with your interactions with and participation in the program.

We are committed to protecting the personal information of the users of this platform (“Users”), individuals who apply for or receive rental assistance through the ERA program (“Applicants”), and landlords who receive funds or support through the ERA program (“Landlords”).  This privacy notice provides details about how we collect, use, share and retain information about Users, Applicants and Landlords who participate in the ERA program or who use these websites: The online application website: irvineerap.com and/or the Orange County United Way website: unitedwayoc.org (“Website” or “Websites”).

Collection of Personal Information

Applicants

We collect personal information of Applicants during the online application and registration process. We may also collect personal information from an Applicant over the phone, via email communications, or in-person as needed to support the application process. Personal information that we collect may include city and state of residence, housing status, financial information, including information about government assistance programs in which the Applicant participates, household and income information, as well as other personal information as needed to process an application for assistance through the ERA program. We may also collect information to verify your identity, such as a driver’s license or state-issued identification.

Landlords

We collect personal information from Landlords who may receive funds, reimbursements or other support through the ERA program. We collect personal information of Landlords during the online registration process, as well as over the phone, via email communications, or in-person as needed to support your participation in this program. Personal information that we may collect may include the Landlord or property manager name, Social Security Number, Tax ID Number, Landlord DUNS Number, bank name and routing number. We may also collect copies of third-party payer agreements, W9s, participation agreements, and lease agreements, which may contain personal information of the Landlord or the Landlord’s employees.

Website Users

When a User visits our website, we may collect email addresses and other personal information, such as the User’s internet service provider, the browser and type of machine being used, the website that referred the User to us, the pages a User requests and the date and time they are requested. We may also collect personal information from Users when such information is voluntarily submitted to us through a form on this website.

Use and Disclosure of Personal Information

Applicants

We will use your personal information to review your application, verify your identity, validate applicable lease and other relevant documentation, communicate with you, and for our own internal purposes as necessary to administer our programs. We will not share your personal information with any third parties except in the following circumstances:

  • With a Landlord as necessary to support and administer ERA program services to you or on your behalf;
  • With government agencies as required by applicable law;
  • With our third-party service providers who provide administrative, technical or professional support to our organization;
  • When you ask us to provide information to a third-party;
  • With our auditors if required;
  • When necessary to maintain the safety and security of our services; or
  • With law enforcement or others if required by law.

Landlords

We will use your personal information to review your registration information, verify your identity, validate applicable lease and other relevant documentation, communicate with you, and for our own internal purposes as necessary to administer our programs. We will not share your personal information with any third parties except in the following circumstances:

  • With Applicants or others as necessary to support and administer ERA program services;
  • With government agencies as required by applicable law;
  • With our third-party service providers who provide administrative, technical or professional support to our organization;
  • When you ask us to provide information to a third-party;
  • With our auditors if required;
  • When necessary to maintain the safety and security of our services; or
  • With law enforcement or others if required by law.

Cookies and Similar Technology When Users Visit Our Website

We may use the information we collect to notify you about important functionality changes to the website, new developments and special events we think you will find valuable. We may use temporary cookies to track your behavior on our website so that we may be able to serve you optimized content. You can clear your browser’s cookies or restrict cookies on your browser to disable this. We also may use Google AdWords’ free conversion tracking feature to track conversions on our site. This information is used to help us measure the results of our marketing efforts, so we can make the most informed decisions that support our programs and fundraising campaigns. We may use Google Remarketing technology to show you ads if you visited our website before and match you with the correct messaging. Third parties, for example Google and Facebook, may use cookies, web beacons and similar technologies to collect or receive information from our website and elsewhere on the internet and use that information to provide measurement services and target ads. You can opt-out of the collection and use of information for ad targeting through the Digital Advertising Alliance and/or the Network Advertising Initiative opt-out page.

Additionally, we may also implement a Twitter website tag to collect conversion tracking data and collect data for remarketing purposes. The website tag for remarketing collects visitor cookie IDs and allows us to serve you tailored ads and opportunities based on your interests. You may opt out of Twitter’s collection of remarketing data here.

We use reasonable security measures.  We are committed to protecting your information.  We have adopted commercially reasonable technical, administrative, and physical security procedures to help protect your information from loss, misuse, unauthorized access, and alteration.  Please note that no data transmission or storage can be guaranteed to be 100% secure.  We want you to feel confident using our website and participating in our programs, but we cannot ensure or warrant the security of any information you transmit to us.

Data Retention

In accordance with our data retention policies, our contracts and as required by applicable law, we will retain your personal information for up to seven (7) years.
