The Orange County Network of Care was developed in 2021 as part of the ACEs Aware initiative launched by the California Surgeon General and Department of Healthcare Services to reduce Adverse Childhood Experiences (ACEs), trauma, and toxic stress by half in one generation.
Orange County organizations have received funding from ACEs Aware since the inception of the initiative. Today, Orange County leads the state in ACEs screenings, with over 42 percent of Medi-Cal members 0-20 years old being screened.
Orange County United Way serves as the coordinating backbone and administrator for Orange County Network of Care and is supported by the California Accountable Communities for Health Initiative (CACHI), which was established to build collective momentum towards healthier, stronger, and more resilient systems and communities.
Screening goes beyond the use of a “tool” and is a process that recognizes hidden barriers, is done with cultural humility, respect, avoids labeling, avoids re-traumatization, triggering, ensures the safety of individuals, and recognizes vicarious trauma. Screening is seen as preventative and the implications of doing it are understood.
Shared Stewardship, Distributed Leadership, and Collective Impact
The Executive Committee serves as the leadership body working to advance the vision and values of the Orange County Network of Care, and is comprised of members from Children’s Hospital of Orange County (CHOC) and Rady Children’s Health, First 5 OC, CalOptima Health, and Orange County United Way. The Executive Committee provides guidance, sustainability planning, and strategic stewardship for the Orange County Network of Care, ensuring that the network aligns with community needs, promotes system-level integration, and supports long-term impact.
The Lived Experience Advisory Group is composed of community members with firsthand experience navigating health and social service systems in Orange County. Their insights help shape the network’s community engagement strategies, inform systems-level decision-making, and ensure the network’s work reflects the real needs and challenges of those most impacted. By sharing their perspectives, members contribute to the development of solutions that are more practical, effective, and responsive to historically under-resourced communities.
The Orange County Network of Care convenes multi-sector partners to prioritize and develop systems change and alignment strategies. Recognizing that no one sector alone can solve today’s complex problems, community organizations, healthcare institutions, and aligned initiatives have joined to build a more connected, coordinated, and optimized health and social service system. We believe that addressing these core challenges will also help turn the tide on the issues of adverse childhood experiences.
Strategy: Promote an interoperable closed-loop referral ecosystem and community/health data information exchange to support care coordination across the Continuum of Care
Strategy: Create alignment across partners, programs, and initiatives, supporting community-informed
systems change and community-led advocacy efforts for policy change.
Strategy: Increase the skills and confidence of the workforce to provide culturally responsive services that meet the needs of children and families, while building the leadership and capacity of the community.
We are moving toward alignment and building an enduring collective impact movement that inspires cooperation and leads to advancing health opportunity by moving through the Accountable Communities for Health (ACH) model to support, strength, and sustain the system of care through:
